Bring a large pot of water to a boil and cook the soba noodles for 4-5 minutes or until just tender. Drain and rinse well to remove any starch. In a medium bowl, whisk together soy sauce, balsamic, sesame oil, and pepper.
In a large skillet over medium-high heat, add the olive oil and chopped green onions. Cook for 1 minute, stirring continuously. Add the broccoli, red pepper and continue cooking for an additional 3-4 minutes. Add the soy sauce mixture and cook for additional 30 seconds. Add the noodles and toss until heated through. Add the remaining minced green onion and ½ of the sesame seeds. Serve warm and garnish with remaining sesame seeds.
