Set a steamer basket in a large, wide pot with about 2 inches of water, and bring to a boil over medium heat. Add the green beans and cover. Steam until tender, about 15 minutes.
While beans are cooking, saute shallots until browned and crispy in Garlic olive oil and rest on a paper towel.
Take radicchio and drizzle with Butter olive oil and salt. Saute each side in a large pan and rest. Using tongs to transfer the cooked beans to a shallow bowl and toss with vinegar, oil and salt. Plate first radicchio, then green beans, shallots and finish with salt.
