In a medium-size saucepan, bring honey and cranberries to a boil. Reduce heat to low and cook for 5 minutes, stirring frequently. Remove from heat and allow to cool. Store in refrigerator until ready to make the shrub. Combine cranberry honey mixture, balsamic, seltzer, rosemary, frozen cranberries, and orange slices in a large pitcher, stir well. Add ice to fill.
