Heat Garlic olive oil in a sauté, pan. Cook onions until translucent add beef and cook until done. Add balsamic to deglaze the pan. Add tomatoes, spinach and Tuscan Spice blend.
Take sliced pepper and place 1/3 cup of cooked rice in the bottom, top with a dollop of goat cheese. Add meat mixture, season with salt and pepper and top with Asiago cheese. Bake on a sheet tray for 20-30 minutes until cheese is melted.
